Integral Resilience, Risk, and the Science of Complexity

Risk management can be subdivided into sensing risks well in advance, devising and implementing effective risk avoidance and/or mitigation strategies, then learning and adapting rapidly.  The same Integral Resilience skills that apply to risk management can also be used creatively to manage our responses to Uncertainty.

Pinpointing the Vulnerability (Scorecards, IRQ analysis, PIPs)

The first step in managing risk is to become aware of vulnerability. Seeing the world objectively is crucial, because the more enormous the risk, the greater our tendency is to deny it, to lull ourselves into a false sense of security. This is what is happening today with the widespread denial by the wireless industry, governments around the world and the mainstream media of the health, environmental, and cybersecurity risks of blanketing communities everywhere with small cell and macro cell towers that continuously emit high levels of EMF radiation. A looming catastrophe stands anchored before us like Captain Cook’s man o’ war in Botany Bay, Australia in 1770 and, like the natives, we cannot believe our own eyes.

The field of financial economics offers many excellent examples of artful risk management based on a sober assessment of vulnerability. For example, in her entertaining book, An Economist Walks Into a Brothel, Allison Schrager helps us to understand how in today’s world of rapidly falling interest rates, an effective tool is to combine risk spreading, hedging, and insurance with one action: laddering. With this tool an investor purchases federally insured bank certificates of deposit (CDs) “going out” 3 years or more. In anticipation that the Federal Reserve will continue to cut rates over the next few years, the ladder protects investors by “locking in” the contracted higher rate.

Collaborative Organizational Strategies—In my current work as a public interest lawyer, our non-profit organization, the Broadband International Legal Action Network (BBILAN) is using effective collaboration as an essential means to build teams of expert attorneys and focus community energies to level the playing field in our legal cases against the wireless industry. Collaboration helps to spread and reduce financial risks and focuses our clients’ passion for these causes in productive ways. Collaboration builds the resilience of the participants in these struggles. Here are three brief examples.

Fiber First LA v. Los Angeles County Board of Supervisors (BOS)—This case currently being litigated will test the proposition of whether the Los Angeles County BOS has the power to ignore its statutory and constitutional responsibilities by establishing a regime that will allow cell tower permits to be approved with almost automatic “ministerial review.” This truncated process will streamline approval of permits by functionaries in the LA Planning Department, following an expedited non-discretionary process. BBILAN has organized a top team of attorneys, including excellent local counsel and a group of local and national organizations, among these the Keetowah Cherokee Band of Oklahoma that has tribal members in Los Angeles County.

Wireless Ordinance Template—BBILAN has organized a team of attorneys to produce wireless ordinance templates that can be used by local communities across the country to neutralize the most dangerous provisions (from the perspective of public health and the environment) that wireless industry attorneys have drafted and are now seeking to impose by federal and state laws upon local communities.

NEVRI—BBILAN is spearheading a collaborative effort to establish a National Registry for Victims of EMF radiation pollution. Up to 50% of the U.S. population is suffering from cancers, cardiac disease, and other life threatening chronic illnesses that are aggravated by continuous and cumulative EMF exposure, along with a medically recognized condition called electro-hypersensitivity (EHS) or microwave sickness. Children, pregnant women and fetuses are especially vulnerable. At present the federal government and mainstream media are indifferent, and the wireless industry is doing everything it can to divert public attention from the suffering of the victims. A National Registry will provide a forum for the victims. It is the first step in building national resolve (and resilience) to address the risks of continuous exposure to EMFs.
